The Blackall Cultural Association was established in 1970 and is a non-profit organisation that provides services and facilities for arts and cultural members, volunteers and visitors. The Living Arts Centre is the venue and social meeting place through which arts and cultural activities are accessed. Operations include coordination and delivery of community arts workshops and skills development programs to the wider region. Accommodation is provided for users who travel long distances in the remote region.

Located in Blackall we draw participation from the wider regional geographical area which covers both the Central West and South West region of Queensland, which includes 40 communities within an area of 515,000 sq.km. Approximately 2500 people accessed the facilities provided by the Blackall Cultural Association in 2012.

The Living Arts Centre now provides a venue that is accessed by not only arts groups, but also school education groups as well as special interest groups such as birdwatchers and also corporate groups hiring workshop rooms. Other activities the Centre has been used for include Tai Chi, Yoga, and dance.
