Since its inception the Gallery has specialised in the collection of Australian photography. Commenced at a time when photography was just beginning to gain recognition in Australia’s public galleries HRAG’s photographic collection has since grown into one of national significance. The Gallery's early acquisition of Carol Jerrems' Vale Street and Max Dupain's Meat Queue established a clear collecting commitment to both contemporary and historical works. This dual focus is one the Gallery strives to continue today.

Opened in 1973, HRAG began as a single room within Horsham's Public Library. In the early 1980s Mr Mack Jost AM offered a generous gift of his collection of Australian painting and drawing. The former Shire Offices in Wilson Street were renovated to accommodate the rapidly expanding Collection as well as new temporary exhibition spaces.

In 2009 the Federal and Victorian governments each announced $5 million in funding toward the redevelopment of the Town Hall facility to co-locate the performing arts and visual arts. HRAG relocated in the Jubilee Hall mid 2010 for the duration of construction. The planned works include a dedicated education workspace, a larger storage facility to accommodate the Gallery's growing Collection, as well as resurfacing of the Gallery's walls and floors.
